In local emergency preparedness planning, there is a lack of disability inclusion and equity. We conceptualize this problem as an adaptive challenge, issue that hard to define, solve must be solved by people most impacted. This conceptualization led us utilize action research describe how equity may built in area. Building on previously develop models increasing through capacity-building, we results virtually convened Action Learning groups add the understanding facilitators planning. found participants utilized four main themes their capacity-building work: partnership, interests values, forward motion, organizational development.
